Abstract: | The 2nd Public-Private-Civil Living Lab was held in Figueira da Foz at the Port Authority's premises on 19 April 2024. Its general purpose was to explore issues of governance and shared management in the face of the emergence of environmental risks in the region, and its starting point was the presentation by the project team of a disaster scenario involving a combination of factors and disruptive situations caused by natural phenomena, exposing social and territorial conditions and their impacts. This 2nd Living Lab was attended by 20 people, including the project team and representatives from the region's public, private and civil sectors. So, as well as 6 members of the team, there were 9 representatives from the public sector, 4 from the private sector and 1 from civil society. The main specific objective of the 2nd Living Laboratory was to strengthen collaboration between stakeholders, identify possibilities for action and perceived shortcomings in managing natural disasters in partnership, and produce an Action Plan through a simulation exercise considering three phases: disaster preparedness, emergency response and post-disaster repair. In this way, contributions were developed for joint reflection on actions and responses to a natural disaster scenario, and collaborative ties between all stakeholders were strengthened. With regard to risk management, the gaps and types of response to be implemented were also identified. This typology of responses (Action Plan) represents the instrumental purpose of this 2nd Living Laboratory, and the results of this outlining and planning of actions will be discussed in the next sections of this Report, together with other findings. The attendance list for this 2nd Living Laboratory is shown in Table 1, together with the attendance at the 1st Living Laboratory, representing the current composition of the Public-Private-Civil Partnership. |
